Clarksville,
Johnson County recertified as
Arkansas Communities of
Excellence

Clarksville,
AR- Johnson County and its county seat,
Clarksville, were both recertified as Arkansas
Communities of Excellence at a ceremony held
February 9th, 2006 at the University of the
Ozarks. Larry Walther, director of the Arkansas
Department of Economic Development, presented
certificates to Clarksville Mayor Billy Helms,
Johnson County Judge Mike Jacobs and Vicki
Lyons, executive director of the
Clarksville-Johnson County Chamber of
Commerce.
Originally certified in 1999, this was
Clarksville's second recertification. It was the
first recertification for Johnson County, which
in 2002 was the state's first county to be
recognized as an Arkansas Community of
Excellence.
An internationally recognized strategic planning
process, ACE is used by communities throughout
the state for self-analysis, organization and
goal setting. To be ACE-certified, communities
must successfully develop top priority goals of
economic and community development and implement
a three-year strategic plan. There are currently
81 ACE communities, including 76 individual
communities, three counties and two regional
partnerships.
"Clarksville and Johnson County are models of
what the ACE process is all about," said Gov.
Mike Huckabee. "Everyone involved should be
proud of this honor. The area's leaders worked
together to improve economic and community
development in good times and in bad. It is why
Clarksville was chosen for a joint study by the
Universities of Arkansas and Texas regarding
communities that have continued to thrive and
grow during times of economic uncertainty."
To achieve ACE recertification, Clarksville and
Johnson County's business and community leaders
addressed several community and economic
development issues, such as established business
and industry, manufacturing, agriculture,
tourism, retiree relocation, commercial
development, area education, workforce
development, health care, law enforcement, fire
protection, solid waste management and
affordable housing.
"The ACE process has worked for Clarksville and
Johnson County because every volunteer involved
is dedicated," Lyons said. "Strong leaders have
focused on long-range planning and addressed
issues, but it takes everyone to accomplish
goals."
Manufacturing and distribution continue to be
mainstays in Johnson County, followed closely by
agriculture-related businesses.

Researching
the Ivory-Billed Woodpecker
The
rediscovery in Arkansas of the ivory-billed woodpecker, a
bird believed by many to have been extinct, was kept secret
for more than a year in part because of concern that a large
influx of birders and the simply curious would interfere
with the bird's activities, possibly driving it into
extinction. Now access plans and tours have been created to
accommodate those coming to the state in hopes of seeing the
bird and numerous Web sites have been developed to provide

TRAINING SEMINARS TO BE HELD
THIS MONTH IN CLARKSVILLE
March 17, 2006 ~
Workforce Training Seminar
A grant through the Federal Home Loan Bank of Dallas
and First Security Bank to the Clarksville-Johnson Co.
Development Foundation will fund a FREE 6 hour
Arkansas Approved Continuing Education Class for our local
residents and Realtors. The seminar will be held at First
Security Bank's Community Room in Clarksville, from 9 am to
4 pm. Lunch will be provided. The seminar will be presented
by John Sullivan of the Real Estate Education Center. This
course provides the participants with the tools necessary to
understand their own credit score which in turn will help
them with understanding their client needs. This course also
deals with identity theft and how to prevent it, as well as
financing issues faced by Licensees.
March 30, 2006 ~ Annual Hospitality Training
Seminar
The Clarksville-Johnson County Chamber of Commerce
will hold its annual Hospitality Training Seminar on
Thursday, March 30th, at the Hampton Inn, 2625 Clark Rd.
Classes will be held at 9:00 am to 12:00 pm and 1:00
pm to 4:00 pm to make it convenient for business owners to
send their employees. This seminar will be presented by
motivational speaker & trainer, Paul Vitale. Your
entire service team will benefit from this class. They will
learn how to deliver exceptional service and partner with
customers, resulting in more repeat business, great
word-of-mouth advertising, and increased profitability. It
also covers verbal and nonverbal communication; listening;
guest needs and expectations; and attitude. It will teach
employees how to see things from the customer's point of
view. Employees learn about striving for service excellence.
There is
NO CHARGE for attending but prior registration is
required due to limited space. This seminar is paid for with
grant from the Federal Home Loan Bank of Dallas, First
Security Bank and the Arkansas Hospitality Association.
This training program is part of the requirement for
Clarksville to remain an ACE Community.

NEW IMAGE BOOK
PLANNED
A new Arkansas image
book is being planned to showcase the tremendous progress
that has been made all over The Natural State within the
past few years.
The first image book, published in 1990, was a key public
relations tool distributed to visiting writers, guests of
corporations, dignitaries and others to promote Arkansas as
culturally rich, topographically diverse and desirable. The
new Arkansas image book will again feature all the state's
qualities, with emphasis on recent developments that have
garnered national - and international - attention.
As the Natural State, Arkansas' scenic natural beauty will
remain the book's key focus. However, the growing cultural
scenes in Little Rock, Hot Springs and Fayetteville, the
economic growth in the ever-changing Northwest region, the
complete rehabilitation of the highway systems and the
advances in air travel to the state will also be
highlighted.
10,000 hard bound and 50,000 soft bound copies of the
112-page book are scheduled to be delivered in fall
2006.

ARKANSAS TOUR GUIDE PUBLISHED
Bursting
with new and exciting information, the 2006 Arkansas Tour
Guide is currently in distribution as part of the
Vacation Planning Kit. 700,000 have been printed and many
will be distributed at high-traffic specialty shows such as
AARP, through 1-800-NATURAL telephone and Internet
inquiries, at Welcome Centers and by travel agents, travel
editors and more.
The 2006 guide includes lots of expanded and updated
information on indoor and outdoor activities. Also included
are editorials on specific activities such as history and
heritage, kids' activities and watchable wildlife.
A brand-new feature for 2006 is a special section listing
the Global Positioning System (GPS) coordinates for most
locations appearing in the guide. Arkansas is proud to
possibly be the first state with a tour guide that lists GPS
coordinates.

OCEANOGRAPHER
COUSTEAU TO SPEAK
Renowned
oceanographer Jean-Michael Cousteau will speak at
the University
of the Ozarks
at 7 p.m., Tuesday, March 7th, as part of the
university's 2005-2006 Walton Arts and Ideas
Series.
During his presentation, "The Great Ocean
Adventure," Cousteau will share with the
audience his passion for undersea exploration and
the legacy of his family. He is the eldest son of
the late ocean explorer Jacques Cousteau.
This event will be held in the Walton Fine Arts
Center on the Clarksville campus. Tickets are $10

Campaign
Mrs.
Helen Robson Walton has launched the University's
$40 million Promise of Excellence Campaign with a
$20 million gift.
Mrs. Walton's tremendous gift enhances the
University's entire academic program and creates a
Teacher Education Program of Excellence at
Ozarks.
The University will raise an additional $20 million
to achieve a variety of strategic goals.
Mrs. Walton's generosity and the new campaign
ensure that Ozarks is a truly special place where
young men and women will long continue to fulfill
their promise of excellence.

ARKANSAS
RIVER VALLEY ARTS CENTER
ANNOUNCES OIL PAINTINGS CLASS
Darlene
McNeely, painter and instructor, will teach a six-week oil
painting class at the Arts Center in Russellville. Sessions
will be held from 6:00 pm to 9:00 pm each Tuesday night
beginning March 14, 2006.
"The Arts Center has had several requests for oil painting
classes and this is a special opportunity for anyone
interested in learning to work with oils. It doesn't matter
whether you are a beginner or more advanced artist, Darlene
will have small classes and can give you individualized
instruction," said Betty LaGrone, Arts Center executive
director.
Cost of the six 3-hour lessons is $60 for Arts Center
